“Frontline effectiveness instead of backroom decisions”: Technological Forces of Ukraine explain how to reduce corruption in defense procurement
A new approach to weapons procurement introduced by the Ministry of Defense could significantly reduce corruption risks in the defense sector. It focuses on a transition toward a model where public funds are directed primarily toward solutions that have already demonstrated their effectiveness directly on the battlefield.
This was stated by Anastasiia Mishkina, Executive Director of Ukraine’s Technological Forces, in an interview with the BlueBird Tech YouTube channel.
She emphasized that recent changes in the UAV procurement system demonstrate a shift toward digitalization and objective evaluation of product performance.
“The logic should be reversed – procurement should focus on acquiring the solutions that prove their effectiveness on the frontline. This means digitalizing the process, maintaining a list of companies that genuinely demonstrate their performance, and directing public funds through direct contracts specifically toward such products,” Mishkina stated.
She emphasized that this approach enables a gradual shift away from mechanisms that could create conditions for non-transparent decision-making.
“We can see that we are moving away from potential corruption-related components, and this is a very positive development,” said the Executive Director of Technological Forces of Ukraine.
According to her, the organization is currently working on three key areas of development for Ukraine’s defense industrial sector: exports, procurement reform, and localization of component production.
Mishkina also expressed hope that expanding the use of digital tools in defense procurement will make procedures even more transparent and understandable for the market.
