What kind of device is this?

VISHCHUN–NS3 is a ground control station for FPV drones designed for professional operation under demanding field conditions. The station allows the pilot and navigator to control a UAV from a shelter, dugout, building, or vehicle while maintaining control of the drone and receiving video from the FPV system. The remote relay unit is connected to the station by a cable at least 25 metres long. This allows the video-receiving and control-command antennas to be positioned away from the crew’s location.

Functions of the VISHCHUN–NS3 Ground Control Station

UAV control-command transmission. The station supports an external TX module connected through a JR module to transmit commands from the operator’s controller to the drone.
Connection of FPV goggles and external equipment. Two video outputs allow the connection of the pilot’s FPV goggles, a video capture card, an external monitor, or other equipment.
Flight video recording. The integrated DVR records the video signal to a microSD card.

The warranty does not cover defects caused by:

mechanical damage, including impacts, falls, immersion in water, or deformation of the housing;
improper or negligent handling of the device;
failure to comply with operating, transportation, or storage requirements;
unauthorised modifications to the device.

Who is eligible to purchase BlueBird Tech products without VAT?

Under subparagraph 5 of paragraph 32 of subsection 2 of Section XX of the Tax Code of Ukraine, certain defence-related goods may be supplied without VAT if their end recipient is a law enforcement agency, the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, the State Border Guard Service of Ukraine, the National Police of Ukraine, a volunteer formation of a territorial community, another military formation established in accordance with Ukrainian law, another entity within the security and defence sector, or an enterprise acting as a contractor or subcontractor under a state defence contract.

To apply the VAT-exempt price, documentary evidence must confirm that the product is being purchased specifically for defence purposes. This confirmation is provided by an end-user certificate.

The status of a service member, police officer, or employee of another security agency does not in itself provide the right to purchase the product without VAT. If an individual purchases the product for personal use, it is sold at the standard VAT-inclusive price in accordance with the Tax Code of Ukraine.

I am a service member or police officer. Can I purchase the product without VAT?

A VAT-exempt purchase is possible only if an end-user certificate confirms that the final recipient of the product will be a law enforcement agency, the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, the State Border Guard Service of Ukraine, the National Police of Ukraine, a volunteer formation of a territorial community, or another military formation established in accordance with Ukrainian law.

An agreement may also be concluded with a legal entity, charitable foundation, or public organisation, provided that an end-user certificate confirming the transfer of the product for defence purposes is submitted.

A tripartite agreement may also be used. Under this arrangement, one party makes the payment–for example, a charitable foundation, public organisation, sole proprietor, or company–BlueBird Tech acts as the product supplier, and the third party is a law enforcement agency, the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, the State Border Guard Service of Ukraine, the National Police of Ukraine, a volunteer formation of a territorial community, or another military formation established in accordance with Ukrainian law.

What is an end-user certificate?

An end-user certificate is a document confirming that the final recipient of the product will be a law enforcement agency, the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, the State Border Guard Service of Ukraine, the National Police of Ukraine, a volunteer formation of a territorial community, or another military formation established in accordance with Ukrainian law.

The end-user certificate confirms the defence purpose of the purchase and allows the special VAT-exempt tax treatment to be applied where permitted by Ukrainian law.

If an end-user certificate is not provided, we are required to process the sale at the standard VAT-inclusive price.
